INTER-OFFICE
MEMORANDUM:
Date: February 04, 2019
To: RCSCW Governing Board
From: William Schwind, General Manager
Subject: Weekly Activity Report – February 04, 2019
Facility Projects:
- The RHJ Facilities Maintenance Yard Block Wall Expansion Project is now in progress.
- The Beardsley Park Grading, Drainage and Concrete Repair Project was completed 02/01/19.
- The decomposed granite walkways will be converted to concrete in front of the Social Hall, RHJ Administration Bldg. and the Sports Pavilion beginning 02/11/19. This project was awarded to K. L. McIntyre GC LLC. The project will be done in sections at a time so as not to totally block access to these facilities.
Facility Maintenance:
- The outside lights at Palm Ridge in front of the Pool Bldg. were out but are now working. This project will be completed once we are finished repairing the wiring at one of the parking lot islands.
- The chimes and the internal clock of the Library Tower are now working.
- Facility Maintenance Staff is working to determine the location and cause of the outage of the RHJ Parking Lot lights in front of the Social Hall.
- A water leak occurred in the Fitness on Demand room coming from the indoor spa plumbing at RHJ. The Jet #3 line was found to be leaking. The spa remains open for use but the jet #3 line was shut down. We will be calling American Leak Detector to come in and pinpoint the leak and determine how best to repair it. Once the repair work is scheduled, it will be necessary to close the spa down. We will advertise the closure date(s) once the schedule is confirmed.

Regarding item 13 above, how did this come to light, how many clubs are we speaking of, what are the names of those clubs, and will their charters now be taken away? Allowing non-residents to be anywhere near any of our clubs is a true slap in the face to every dues-paying resident in this community. The penalty should be nothing less than loss of their charter.
#13. “It has been brought to our attention that there is an increasing number of non-SCW residents as members and Officers of our Chartered Clubs. We are in the process of investigating this information for its accuracy.”
How was this “brought to your attention”? I don’t understand how this is possible, every club I have been in asks to see my rec card!!
Can you please say when this was first learned of?
Thanks
Which clubs have officers that are not residents? This is not right.
Ladies and gentlemen, thank you for your comments and concern about this issue. Be assured that when situations such as this are brought to our attention, we react and investigate as has been done this week.
FYI, all questions or comments posted on our website by members go into moderation until we gather information needed in order to reply. We thank you for your patience in the meantime.
It was found during our investigation that there are two chartered clubs that have a very small number of outsiders who participate in their clubs, which was agreed upon with a former employee. There is a written set of rules they must abide by, including forbidding those outside members from being officers or being on committees. They are not entitled to ANY benefits of the Association that our Members are entitled to, they participate in one activity ONLY.
This week we have determined that NONE of these outside participants are officers in these clubs. One person was found to be on a party-planning committee and the club president was told to remove that individual from the committee, as it was a violation of the rules/agreement.
How could any club allow non-residents in? How is that fair to the residents who pay the cap imp fee and yearly rev card fees? I assume we will be getting refunds on these.
Being a member of a SCW club is a privilege the should be for SCW resident card holders only. If I read this correctly the Rec Center is still allowing non residents to be club members, just not hold an office in the club. If this is correct then what is keeping every club (tennis, pickleball, softball) from letting non members join their club as well. What a mess that would make. Fair is fair……. non residents should NOT be SCW club members. We also need swipe card readers in all areas, including the dog park. There are too many non residents using SCW facilities.
I would be a lot happier if these non residents were removed from the chartered clubs.
Having them pay the yearly rec fees would also be a satisfactory solution.
RE: #13, this is a travesty. Any club that is willfully allowing non-SCW members, residents, renters to be club members should result in having their charter revoked. At a minimum, such club should be put on a supervisory plan with focused oversight by the Rec Center (from the same department or person who can revoke that club’s charter).
Any club that has non-SCW resident members as officers, should be shut down. Any club that cannot get SCW resident members to be officers indicates that interest in the club is waning and should be a candidate to be shut down.
I would sure appreciate a follow up to number 13. How can non residents be members of chartered clubs?
I would like to ask how non residents were allowed to join Chartered Clubs without at least asking for a Rec Card? Who vets their members to be sure they are Residents? Is it the clubs themselves or the Governing Board ? This feels like a slap in the face to those of us who pay dues for the privilege of belonging to these Clubs. More information should be given to the Community as soon as possible. I feel there seems to be an overall lack of communication.
Respectfully,
George Siglinger
I too would like an explanation for non residents becoming members of chartered clubs.
Comment on #13:
Persons who are not SCW residents, and therefore pay no dues, clearly are violating our rules!
Anyone in the admin who authorized, condoned, or had knowledge of this, should be immediately fired!
This is a serious violation, and calls into question Admin and possibly even Board past actions.
You need to provide complete and clear remedial action and communicate same to SCW residents!
#13 Which clubs? We have a right to know!
Everyone: Thank you for your input on the issue of whether non-residents are joining our clubs. At the time this concern was reported in the GM report, the information was just coming to our attention. We have since begun researching the allegations. Here’s what we have found: one non resident was helping a club on a decorating committee. That person has since been asked to step down. We also found one club was allowing nonmembers to participate in some of their events as their numbers were declining. The Governing Board is aware of this violation and is working on a solution. Additionally, the Board’s Chartered Clubs Committee is discussing how to handle this club and others who are struggling to meet minimum membership requirements. They are not rushing to a decision on this as we want to ensure our members who belong to these clubs are not hurt if we disband the clubs without first working with them to address their shortage. The intent is not to allow nonresidents to join these clubs; but rather to give us time to finish our inquiries and find out to best way to handle this situation that developed outside of our rules. We appreciate your patience as we sort it out.
